Health and Disability Review Transition Unit

The Health and Disability Review Transition Unit (Transition Unit) was established by Cabinet in September 2020 following consideration of the Health and Disability System Review / Hauora Manaaki Ki Aotearoa Whānui (the Review).

The Transition Unit led the response to the Review, including developing the policy response and design of the system operating model, providing advice on the establishment of new entities and legislative change, and is now working on producing an overall implementation plan and work programme for the transition.

The Transition Unit has launched a new website dedicated to the reform of the health system in Aotearoa New Zealand – futureofhealth.govt.nz

The website will be regularly updated with news and information about the progress being made to create our future health system.

Structure and leadership

The Transition Unit was led by former Director-General of Health Stephen McKernan, who reported to a Ministerial Group for delivery of the work programme.

Background Context

The Health and Disability System Review / Hauora Manaaki Ki Aotearoa Whānui (the Review) outlined some of the challenges in the health sector.

This was based on widespread consultation with the health and disability sectors and interested parties over an 18-month period.

The Government's commitment to address inequalities was highlighted in the Speech from the Throne from the Governor General on 26 November 2020.

This was used as part of the background for the Government's decision-making for reforms in the health system.

The New Health System

Aotearoa New Zealand's health system is changing the way we structure and deliver health services to ensure all New Zealanders get the services they need and to meet future challenges.

The new health system will be a single health service providing consistent, high-quality health services for all people. The Ministry of Health will be focused on policy, strategy and regulation while a new body, Health New Zealand, will take over the planning and commissioning of services and the functions of the existing 20 District Health Boards to remove duplication and provide true national planning. A Māori Health Authority will work alongside Health NZ to improve services and achieve equitable health outcomes for Māori.
