This paper outlines the state of our policy system and suggests a direction of travel for ensuring our policy services are responsive today, help shape the future, and ultimately add value to the lives of New Zealanders. It is designed to support a discussion about our capability and performance and where our improvement investment and efforts are best directed. It proposes a broad programme of work, with a number of projects/workstreams.
