Public Notice: Hagley Oval - Section 71 Proposal - PROPOSAL APPROVED

DECISION TO PROVIDE FOR THE OPERATION AND USE OF HAGLEY OVAL: PROPOSAL TO EXERCISE THE POWER UNDER SECTION 71 OF THE GREATER CHRISTCHURCH REGENERATION ACT 2016 TO AMEND THE CHRISTCHURCH DISTRICT PLAN

The Proposal provides for changes to the operation and use of Hagley Oval located at South Hagley Park, 57 Riccarton Avenue, Christchurch.

Pursuant to section 69 and 71 of the Greater Christchurch Regeneration Act 2016 (GCR Act), the Associate Minister for Greater Christchurch Regeneration has exercised her powers to approve the Proposal to amend the rules in Chapter 6.3 – Outdoor Lighting, Chapter 9 – Natural and Cultural Heritage and Chapter 18 – Open Space of the Christchurch District Plan.

The amendments include:

  • Requiring the preparation of an Operations Management Plan and Events Management Plan (including a Transport Management Plan).
  • Six permanent lightpoles for Hagley Oval:
    • up to 48.9 metres with the maximum number of luminaires limited to 550.
    • with floodlight headframes with a maximum horizontal dimension of 14.3 metres.
    • located within the 'Floodlight perimeter' area shown in the Hagley Oval Layout Plan.
  • Hagley Oval to be used a maximum of 20 event days per year with more than 2,000 spectators, with five events a year allowed to exceed 12,000 spectators.
    • An additional five days provided per year for International Cricket Council events if these occur.
  • Use of temporary facilities and structures (e.g. television and seating stands):
    • limited to 60 event days per year (although paid access to Hagley Oval must not exceed 40 days per year) and a maximum of 75 event days a year when International Cricket Council events are scheduled with no more than 15 consecutive days.
  • Events occurring between 7am-11pm (Monday to Sunday), except seven televised events per year, which may extend to midnight.

The date on which the exercise of the power took effect was on the 9th day of January 2020.
