The Residential Red Zone Offer Recovery Plan identifies that new Crown offers need to be made to the owners of vacant, insured commercial and uninsured improved red zone properties and as soon as practicable.
The Recovery Plan was approved by the Minister for Canterbury Earthquake Recovery Gerry Brownlee and gazetted in July 2015. It enabled the Chief Executive of the Canterbury Earthquake Recovery Authority (CERA), on behalf of the Crown, to make decisions about the new Crown offers.
The Recovery Plan identifies five key criteria for determining new Crown offers for all vacant, insured commercial and uninsured improved properties in the flat land and Port Hills residential red zone areas.
It also considers the impact on other affected red zone property owners, including properties at Rāpaki Bay, insured privately-owned properties and underinsured properties.
