What is CabNet#
CabNet is a secure platform for supporting Cabinet and Cabinet committee processes. It is used by government agencies and Minister’s offices, and maintained by the Cabinet Office.
CabNet is used to manage Cabinet and Cabinet committee meetings, and store Cabinet papers and minutes of decisions.
Who can access CabNet#
CabNet users:
- must have a legitimate need to access Cabinet material on an ongoing basis
- must only access information and documents on a need-to-know basis.
Agencies and Ministers' offices that use CabNet are responsible for the accounts of the CabNet users within their organisation, and for the quality of the material and information entered into CabNet.

Variations to automatic submission access#
Access to CabNet is based on the need-to-know principle, and individual access permissions align with each user’s role and group membership. Automatic access is given to each submission, based on those access permissions.
In some circumstances, such as for papers that deal with a highly sensitive matter, it may be appropriate for access to be limited in CabNet.
Agencies and Ministers’ offices who consider that the access should be limited for a particular paper should consult the Cabinet Office. For more information, refer to the guidance on the secure handling of Cabinet material for more information about classifications and endorsements.
What can be uploaded into CabNet#
Cabinet papers and related attachments can be uploaded into CabNet by officials in government agencies, and uploaded and lodged by Ministers’ offices.
Information that is classified In Confidence, Sensitive, or Restricted can be uploaded and accessed in CabNet. Cabinet material that has a higher classification, and/or a New Zealand Eyes Only or a Special Handling Required endorsement, cannot be uploaded into the system. This information is handled in hard-copy only.
