The Cyclone Recovery Unit in the Department of the Prime Minister and Cabinet (DPMC) played an important role in supporting the functional Chief Executive, Cyclone Recovery to ensure a coordinated all of government response to, and recovery from, the Auckland Anniversary weekend floods and Cyclone Gabrielle. The functional Chief Executive was disestablished from 1 July 2025 and the Unit closed.

The Severe Weather Events Recovery Review Panel is established under the Severe Weather Emergency Recovery Legislation Act 2023 (SWERLA). The function of the Panel is to review draft Orders in Council and to provide advice on request to Ministers in relation to these Orders in Council. The members of the Panel can be found in the Ministers’ release on the Beehive website: Independent panel appointed to advise on cyclone recovery law.
Under section 16(5) of SWERLA, the Panel’s recommendations on draft orders are made publicly available here. Proactive release material related to the Panel is also published on this page. Some parts of the information release are withheld under the Official Information Act 1982. Where this is the case, the relevant section of the Act has been applied.
