The Greater Christchurch Group and three other new agencies — Regenerate Christchurch, Ōtākaro Limited, and Development Christchurch Limited — have specific roles in the greater Christchurch regeneration. We are committed to working together, and with the Christchurch City Council and our strategic partners.

Each of us is responsible for specific roles in the greater Christchurch regeneration.
Greater Christchurch Group
The Greater Christchurch Group (GCG) was a business unit within the Department of the Prime Minister and Cabinet. GCG operated from April 2016 until January 2021.
Regenerate Christchurch
Established on 19 April 2016 under the Greater Christchurch Regeneration Act 2016, Regenerate Christchurch was funded by the Government and Christchurch City Council. Regenerate Christchurch was disestablished on 30 June 2020.

Ōtākaro Limited
Wholly owned and funded by the Government, Ōtākaro was established in the first quarter of 2016.
Development Christchurch Limited
Development Christchurch Limited (DCL) was established in July 2015 by the Christchurch City Council and was wholly owned by its commercial holdings company, Christchurch City Holdings Limited. Development Christchurch Limited was disestablished during the 2020/21 financial year.
