COVID-19 All-of-Government Response Group

About

We provide assurance of national level oversight and coordination of government agencies’ responses to COVID-19. We also deliver a national communications and public engagement campaign — Unite against COVID-19.

Mission

Our mission is to mobilise the collective capacity of government to eliminate COVID-19 while sustaining our economy and social cohesion.

History

On 1 July 2020 the COVID-19 All-of-Government Response Group was established as a business unit of the Department of the Prime Minister and Cabinet (DPMC).

The response to COVID-19 has required a significant effort from across government and will continue to require this coordinated approach for many months to come.

The business unit continues the enduring work of the National Crisis Management Centre following the centre’s deactivation on 30 June 2020. It is mandated to coordinate, and where necessary lead, the All-of-Government response to the ongoing pandemic.

Structure and leadership

The business unit is led by John Ombler in his role as Deputy Chief Executive, COVID-19 All-of-Government Response Group. John was previously the All-of-Government Controller for the response to COVID-19 based in the National Crisis Management Centre.

The COVID-19 All-of-Government Response Group consists of three main functions.

Strategy and Policy

This function is led by Cheryl Barnes, Head of Strategy and Policy.

The function:

  • provides advice to Cabinet on the Government’s policy response to COVID-19.
  • coordinates policy across government.

Operations and Planning

This function is led by Mike Bush, Head of Operations and Planning

The function:

  • coordinates operational work streams across government
  • provides data analytics, monitoring, reporting, and insights.

Communications and Public Engagement

This function is led by Heather Peacocke, Head of Communications and Public Engagement.

The function:

  • delivers public information through the ‘Unite against COVID-19’ campaign
  • provides operational communications and media support to the business unit.
