Ministers and departments are unable to access highly classified Cabinet material electronically.
Hard copy versions of highly classified Cabinet and Cabinet committee material are delivered to Ministers’ offices by the Cabinet Office, and are distributed/packaged according to the requirements of the classification.
Departments will receive hard copy versions of highly classified Cabinet and Cabinet committee material (aside from Cabinet papers and agendas) from the Cabinet Office through their Minister’s office, as they are unable to access the relevant information through CabNet. Accordingly, chief executives and other government officials are listed on the distribution list of highly classified hard copy Cabinet and Cabinet committee material.
Cabinet reference numbers (“shoulder numbers”)
The reference numbers or “shoulder numbers” that apply to all Cabinet material are located in the top right hand corner of documents.
The Cabinet or Cabinet committee identifier is given, followed by the year and the individual number of the document. For example:
- CBC-17-SUB-0025: This is the 25th item submitted to CBC in 2017
- CBC-17-MIN-0025: This is the minute relating to the 25th item submitted to CBC in 2017
- CBC-17-AG-02/07: This is the agenda for CBC on 2 July 2017
- CAB-17-SUB-0041: This is the 41st item submitted to Cabinet in 2017.
