1This circular sets out the requirements for the preparation of requests ('bids') from Ministers for bills to be awarded places on the 2021 Legislation Programme.

2Ministers and departments are asked to consider legislative priorities not only for the 2021 parliamentary year, but also to signal their highest priority legislative intentions for the entirety of the 53rd Parliament, where possible.  This will assist the government in prioritising, and so enabling delivery of those priorities, over the full term.
